This can be done with Meta rules I beleive. Check out the documentation:
http://www.spamassassin.org/doc/Mail_SpamAssassin_Conf.html

Simply create a meta rule:

meta BOTH_SC_AND_DYNA   RCVD_IN_BL_SPAMCOP_NET && RCVD_IN_DYNABLOCK
score   BOTH_SC_AND_DYNA        -1.0

I've never done this myself but if I RTFM properly this seems to be the way
to do what you want. I'm not sure that I'd reccomend this though. I get tons
of legitimate real spam that hits both of those tests.
