Yes, but there are arguments against it. Can't remember them, but they
exhist ;)

A big AMEN to that! A lot of things could be resolved at the ISP levels.
Although I bet dollars to doughnuts it ain't the admin's fault. Managment
probably has there hands tied. I think home users should have certain ports
blocked at the ISP level, UNLESS they request otherwise. Then they get them
open for no charge, but the ISP will know which people to monitor traffic
on. 

This way the majority of people with trojan'd boxes would go away.

I just called up conversent and they actually gave me a rDNS in like 5
minutes! But it appeared as though I had found the diamond in the rough on
the other end of the phone. The guy knew his stuff. He must have been
covering for regular tech support in the bath room ;)

He actually gave me an address to send info to about SA. They use it, but
older version.
