I got this error message while trying to build SA 2.60 on a RedHat 8.0 machine with perl 5.8. Check the LANG environment variable. On my machine it was set to en_US.utf8. I changed it to LANG=en_US and that cleared up the problem. Just to be safe I also set LC_ALL=en_US. The INSTALL file talks about potential problems with this setting on Linux systems running perl 5.8.
