Do the rules files get preloaded even when the -r option is given?

I would suspect they have to be, along with all the other .cf files, lest
a directive like "use_pyzor" be missed.

If so, that's probably where all the CPU time is going.

So maybe using --configpath and --siteconfigpath to point at empty (or
nearly so) rules directories would also be a good idea?
