My best guess is that it's a documentation reading failure. >From README: Finally, SpamAssassin now runs in "taint mode" by default for improved security. If you have Razor2 turned on and are using Vipul's Razor 2.22 or higher (until at least 2.36), you will need to apply a small patch. The instructions are located in the Razor2.patch file. >From INSTALL: Using Razor version 1 is no longer supported. Please upgrade to Razor version 2 and also read the instructions located in the Razor2.patch file. [...] If you want to use Razor and you are using Vipul's Razor 2.22 or higher (until at least 2.36), you need to apply a small patch to use Razor in "taint mode" which is now the default in SpamAssassin. The instructions are located in the Razor2.patch file. And from the 2.60 announcement: Razor2 isn't fully taint safe. So since SpamAssassin 2.60 enables taint mode by default, there's a Razor2.patch file which needs to be applied to Razor2. Documentation exists in the patch file. If you actually applied the patch (use the one that shipped with 2.60 final) to *every* installed copy of Razor2, then let us know and we can proceed to debug. I have to assume that's not the case since you didn't mention the patch.
