That command adds it to the AWL system, and is NOT a static blacklist entry. This may or may not have the effect you want, and if you don't run SA with the AWL enabled, it does nothing at all.
Before using the AWL, please read the FAQ entries about it. It doesn't work the way some people intuitively expect and it's behavior can be confusing if you don't have a good understanding of what it does. (ie: the AWL isn't really a black/whitelist system, but it's behaviors have similar effects).

If you really want a real blacklist, add a "blacklist_from [EMAIL PROTECTED]" line to /etc/mail/spamassassin/local.cf.
