Who can say ? Maybe he's using spamd and hasn't restarted spamd yet.
(spamd only reads its prefs during startup)

Maybe he's using Mailscanner or some other filter which maintains its own
seperate configuration file. (Things like Mailscanner don't call spamc or
spamassassin, but simply make use of the Perl modules provided and can use
their own prefs files and header rewriting systems)

In any case my point still remains. Check http://news.spamassassin.org -
refering to osirusoft being down:

"This has not had a particularly high score in recent releases of
SpamAssassin, but given that the maintainer wishes that people stop
querying it, it is suggested that you take the following action:

upgrade to SpamAssassin 2.60 release candidate 3 when it is released, or
any version after that; or
Keep using your currently-installed version of SA, but set the scores for
the tests to 0, in order to disable them. (details in the second half of
this post; click the title link to read it.)"

Also see 50_scores.cf in /usr/share/spamassassin:

"# unscored by default -- commercial/donation services.  If you pay for
# these, give them a score so they will be checked.

If you're still unconvinced, check back through the message archives for
posts from the devlopers regarding turning specific RBL checks on or
off...
