No, _REPORT_ is just the terse report for the header.  There is no
template to modify for the header report.

Heh. ;)   There was a bugzilla ticket about this, and went back and forth,
and finally decided the verbose report should be removed.  Sorry.

Oh, I don't expect it to.  At work I use report_safe 0 as well since I
don't really want to try to explain to strangely non-technical technical
editors and sales staff about looking/restoring from attachments and so on.

Not off hand, you'd have to look at the -D output from both and compare
the probabilities.  The 2.60 Bayes is using a new algorithm (I'm not
clear on the details) that better polarizes results, so you tend to see
a lot at really low numbers, a lot at really high numbers, and the rest
mainly in the unknown area.
