I'm trying to blacklist_to
There are several addresses on my domains which we have never used but
which receive lots of spams. Those are [EMAIL PROTECTED] which spammers
invented and added to their CD's. I want to flag everything that comes to
those usernames as spam.

This is quite different from blacklist_from as I understand it, and is
listed as an option in
http://spamassassin.org/doc/Mail_SpamAssassin_Conf.html as quoted below:

        blacklist_to [EMAIL PROTECTED]

If the given address appears as a recipient in the message
headers (Resent-To, To, Cc, obvious envelope receipient, etc,)
the mail will be blacklisted. Same format as blacklist_from.
