One of your problems is that you're running a version of SA that is known to have significant weaknesses with its scoring -- most notably there are a number of negative-scoring rules which are exploited by spammers. You need to keep up-to-date with SA -- if you run antivirus software that's several months old, it won't catch current viruses, and likewise with SA older versions won't catch spammers' new techniques. With your current version, you need to investigate the Bayesian techniques that 2.5x makes available. Read up on the man page for "sa-learn" as a start.
