Tony et al.  I guess I'll let the cat out of the bag.  Tom Meunier
discovered the M$-known issue.  The problem is
http://support.microsoft.com/?id=817809 which is basically that public
folders' emails are treated as PR_MESSAGE_CLASS IPM.Note instead of
IPM.Post.

Those of you who don't have the problem:  When you mail-enable a public
folder and then send mail to it, does it show up as a Post and not a
message?  That is the problem for Ryan, Tom and I, and that is what
causes Exchange the truncate the mail headers.  I'd like to know how it
is that you don't have the problem...

No luck with OutlookSpy.  The PR_INTERNET_CONTENT propery doesn't appear

on any of the messages that have been dragged to the public folders.
