I have resorted to such tactics only in the case of the 202.x.x.x net 
block, most of which is in China.  Probably because of the political 
issues over there, many bozos over there have resorted to major-league 
relaying.  I used to get a fair amount of spam from there, also.
  
Ireland?  Can't remember even one from *.ie recently (no 
false-negatives, anyway!).
