I like that, a LOT. The "report_safe" option causes problems for me for forwarding or redirecting occasional false positives, but it is a tremendous time saver for all the rest of the spam. I think you are right, a slightly higher thresshold would be the ideal way to solve this problem.
I've posted a patch to Bugzilla that implements 3 thresholds, report_safe_threshold, as well as the originally proposed thresholds.

Patch is against 2.60-cvs, I'd guess that is should work at least as far back as 2.55.
I don't know if anyone else has tried it out yet... I'm guessing it will be on the back burner with mass-checks going on right now. bad timing on my part.
