Should be, but some (influential) people don't see it, or don't want it
to be seen.

Another problem with it is what CAUCE call the "One Bite Of The Apple"
problem: there's 23 million small businesses in the US.  each of those
gets 1 mail before you opt-out for 3 years.  That's a possible 7.6 million
messages per recipient per year.  And that's stopping spam how?
