If everyone used mailers that did DSN's that'd be one story, but you've got to deal with many old bizarre systems that barely know SMTP, let alone how to make a machine-readable bounce report. Why do you think VERP was invented for mailing lists to manage this? Anyhow, I doubt they do any list cleaning since it would make their lists smaller, making them less "marketable". Besides, most spam comes with forged return addresses, clearly indicating that they don't want nor care about the bounces.
