I own a domain on a shared server, and I don't have access to local.cf -- that system-wide file and its directory can be updated only by the hosts who own the machine, not me and the 400 others who have domains running on this machine. I'm limited to ~/.spamassassin/user_prefs, and by design in the current versions I can change rule scores, but I can't add even the simplest of rules. There should be a class of rules which are safe enough for people like me to add through user_prefs, perhaps those that limit their scope to regular expression patterns where wild-card areas (areas where any character(s) match) are limited to 5 or fewer characters? I understand the dangers of allowing full access to making all rules to user_prefs users, and I wouldn't want someone from a different domain causing problems on the server because he creates a rule which slows email delivery down horribly. But there has to be some kind of compromise which gives us the ability to add our own (hopefully temporary) rules while waiting for the master rule-set to catch up to modern spam.
