  Beg your pardon, but here in Russia we have 8-bit clean headers as a
  standard de facto. So we used to score all those *8BIT* rules to zero.
  Probably we need one more receipt in HOWTO (hm-m, or USAGE...) to
  simplify a life of a 8-bit World mail administrator?
