Off the top of my hat, a few reasons...

Probably because the SA development team works under the, rather fair,
assumption that an admin who managed to successfully install SA, will likely
have no problem removing it, either.

Probably because if an admin is suddenly hopelessly lost, come uninstall
time, he should maybe not have been trusted to install SA to begin with.

Probably because if the sole purpose for de-installation is to not use SA
any more, people usually just stop using it. :)
