thank you for your emails!
I've found the reason: I use spamassassin from qmail-scanner and digging into qmail-scanner perl code I've found that spamc is called by the "-c" flag so spamassassin tells qmail-scanner only if that mail is a spam or not. and the X-Spam... header is generated by qmail-scanner not spamassassin.
when I turn off -c flag, everything is okay...
