Maybe this will make more sense.

1. ok_locales detects based on character sets.

ok_locales en         -- add points to all but English char sets
ok_locales en ja     -- add points to all but English and Japanese char sets
ok_locales all  -- never add points based on char set

Note that "en" isn't listed in the documentation, but this is what I use and
it seems to work. English is permitted by default anyway, but you have to
set ok_locales to something or it will default to 'all'.

I believe the rules that add score based on the locale are CHARSET_FARAWAY,
CHARSET_FARAWAY_BODY, and CHARSET_FARAWAY_HEADERS.

2. ok_languages detects based on actual language used. This is based on
scanning the message text. I believe the documentation is WRONG in this case
when it says "Mail using character sets used by these languages".

ok_languages en -- add points for anything non-English
ok_languages en fr       -- add points for anything but English or French
ok_languages all        -- turn off language checking

The rule UNDESIRED_LANGUAGE_BODY is used to add points to messages for this
one. Its score is 3.97 by default in 2.43.
