Well, the issue is that SA was doing alternating negative/positive for different types of rules (body, head, rawbody, etc.) We found that the performance hit for the people not using -S (most everyone) should be made up for the people that do use it by some changes that will be going in, some rules we're removing, etc. You can look at the archives of sa-devel.
