The debugging code only prints out when you get a hit, not when you don't get a hit. That message does not hit for spamcap and ordb, but it does hit for osirusoft. If you look in EvalTests.pm in the "run_rbl_eval_tests" function for "got hit", look right below that and you can uncomment a line to print out all RBL misses. The osirusoft tests are turned on by default because they are free for everyone to use.
