The debugging code only prints out when you get a hit, not when you
don't get a hit.  That message does not hit for spamcap and ordb, but it
does hit for osirusoft.

If you look in EvalTests.pm in the "run_rbl_eval_tests" function for
"got hit", look right below that and you can uncomment a line to print
out all RBL misses.

The osirusoft tests are turned on by default because they are free for
everyone to use.  If you want to turn any of those off, you can set
their respective scores to 0.
