SA itself doesn't deliver mail, so it can't "not deliver" it.

This is really a feature of whatever milter/procmail/mailscanner/etc you are using to call SA for your email.

I can't find anything on this anywhere. I suppose I can just write a script that searches mail files for ***SPAM*** in the subject and if found move it or delete it but it would be better to do this through SA.
