I am running Razor 2.20.  Running spamassassin -t < sample-spam.txt (without
the -D) runs fine and detects it in Razor.  When running it through
sendmail/mimedefang there is no sign of Razor.

Are you running razor 2.20? I had exactly the same problem when running SA
2.43 and Razor 2.14. Upgrading helped. There was a problem with the logging
in the razor code, which wasn't triggered if running spamassassin with -D.
