I don't think so. I write most of my personal email at nights whereas
emails sent from offices will mostly be sent during working hours.
Additionally you need to be aware of timezones. A lot of people in Europe
use services such as AOL or hotmail which use PST (or similar) by default.
On the other hand I receive spam around the clock. I didn't notice any
particular spamming hours.

Which times do you want to consider to be more likely to produce spam?

Well, regex on date or received haeder should do: match the hour part of
the date string something like [0-5] to block very early messages....
