This recipe says "save a copy to ^SPAM: and save a copy to /dev/null",
it doesn't contain any conditions, so it always succeeds.  I think you
meant:
* ^SPAM: RAZOR2_CHECK

This recipe doesn't have anything that indicates it should only run if
the previous one didn't (which is how I interpreted your requirements),
you probably want to change the first part of this to:
