You're probably better off turning off mail delivery during the
upgrade.  You could be lucky, or you could get stuck with a message
being processed with a partial install completed and mix up old stuff
with new.  This could be bad.

As for running CPAN as root, you pretty much need to do that unless
you install perl libs in a non-system location.
