Yes, but you need to do it at SMTP time. Once you accepted the EMail, it's
too late to bounce it after that.

IF you use exim, try SA-Exim:

You may be able to do this on sendmail too with one of the milters (not sure
if they allow you to bounce), but AFAIK, not on postfix or qmail.
