I've worked on RaQs, and although the underlying software components are
the same, my set up is more standard, everything's not forced into being
divied up by user and site the way the Cobalt system does.  On a RaQ, I'd
at least know where to look for procmailrc files for each virtual domain.
On my system, there's just no such layout or expectation.

Besides, if spamc is called for all incoming mail to any domain -- the
procmail log shows that that's so -- doesn't that suggest that the global
procmailrc file isn't being ignored, but that someting is breaking down
between spamc and spamd?
