First the cause of the tagging must be identified.

No.  You can't force anything into a reply.  It is wholly up to the
other person's mail client.

Most clients will properly add In-reply-to: and/or References: headers
that include the Messaage-ID: from the original message.  If you rig
something up you could store a copy of outgoing message ids somewhere
and then add tests in SA to look for a specific reference to those
messages.
