I don't use postfix, but it seems that you are filtering at a too
general level, when the email is received by postfix, with still a
list of different recipients.

If you want to use per-user level, you must run SA for each of the
recipients of the message, so basically at the mail delivery time,
when the message is about to be written in each individual mailboxes.
