Well I am not ISP, but I once talked to my friend who is working at
one and has having the same problem.

What we have been thinking about would be a transparent redirect of
SMTP traffic to a mail gateway. The redirect being installed only for
the known/repported spammers.

Then install SA and silently drop spam traffic.

That would make it tricky for the spammer to detect, because their
normal mail would still go through and their spam would not repport
any error.

I think thi solution is even better than adding some penalty to all
their email traffic, because as an ISP you certainly have an AUP that
says "no spam" and the spammer cannot come to you to complain their
spam is not going thru, and they cannot complain their email is not
going thru, because it is.
