I'm sure this must vary by type of institution (public vs. 
private) and by their type of students and age; for example, my
employer (University of California) has policies opposite to the
notion above.  Although electronic communications are considered
property of UC, privacy has a very high priority.  To wit:

It's probably wise to check with each of our institutions on
privacy matters beforehand.  A lawsuit is a bad thing!
