I really thing no bug should be set to CLOSED. CLOSED bugs should really only be bugs that are entirely irrelevant, i.e. the program it's discussing no longer exists, or it's a bug from 4 or 5 releases ago. But perhaps, that's just because I used to do a bit of work in the Mozilla Bugzilla, where nothing is (ever?) closed.
