Not a guru here, also very new....

I did notice that spamd needed to be restarted before it would
notice changes to /etc/mail/spamassassin/local.cf.

Give it a try.  I would guess that for speed reasons it does not
re-check the global conf file each time it is used.

The cool addition would be to take a signal to tell it to reread
the conf without needing to stop and start.
