I was thinking that a greylist for to addresses would be a good idea.
Give a small positive number (say 1.0-.3) to certain To: domains or addresses (not the CC's). It might help to push some spam over the top and still keep non-spam mail flowing freely. It's a snap to add in just by duplicating check_to_in_whitelist and make it only grab the To's. Just a thought.
