It pleases me to see that others think this rule might prove useful. 
Frankly, I could live with the list truncated to

kr|cn|tw|sg

as these are the most frequent offenders I see in my inbox; however, I 
took this list from $CCTLDS_WITH_LOTS_OF_OPEN_RELAYS in EvalTests.pm. 
Judge as you will.

Others have suggested that there could be a separate US-centric ruleset, 
which I also find appealing.
