I've noticed that whitelisting_to only seems to work when the
recipient address in question is the first (maybe only) address listed
in either To: or CC: headers.

For instance, I have a whitelist_to entry for [EMAIL PROTECTED] This
works for messages with headers like:

From: "Eugene Oden" <[EMAIL PROTECTED]>
To: <[EMAIL PROTECTED]>
References: <[EMAIL PROTECTED]>
Date: Thu, 24 Jan 2002 00:36:59 -0600
MIME-Version: 1.0
Content-Type: text/plain;
        charset="iso-8859-1"
Content-Transfer-Encoding: 7bit
X-Priority: 3
X-MSMail-Priority: Normal
X-Mailer: Microsoft Outlook Express 5.50.4522.1200
X-MimeOLE: Produced By Microsoft MimeOLE V5.50.4522.1200
Subject: Re: [alg] Colocation or Rackspace
X-Spam-Status: No, hits=-0.5 required=5.0
tests=MAY_BE_FORGED,RCVD_IN_OSIRUSOFT_COM,USER_IN_WHITELIST_TO,X_OSIRU_SPAM_SRC
version=2.0
Status: RO

But, another message where [EMAIL PROTECTED] is the second in the To:
header doesn't get the USER_IN_WHITELIST_TO scoring:

From: [EMAIL PROTECTED]
To: [EMAIL PROTECTED], [EMAIL PROTECTED], [EMAIL PROTECTED]
Message-ID: <[EMAIL PROTECTED]>
Mime-Version: 1.0
Content-Type: text/plain
Content-Disposition: inline
User-Agent: Mutt/1.3.23i
Subject: *****SPAM***** [alg] [[EMAIL PROTECTED]: FW: Another
reason not to buy WinXP]
X-Spam-Status: Yes, hits=6.7 required=5.0
tests=NO_REAL_NAME,MAY_BE_FORGED,RCVD_IN_OSIRUSOFT_COM,X_OSIRU_SPAM_SRC version=2.0
X-Spam-Flag: YES
X-Spam-Checker-Version: SpamAssassin 2.0 (devel $Id: SpamAssassin.pm,v

X-Spam-Prev-Content-Type: text/plain; charset=us-ascii
