The easiest way to do this for *real* users (listed in /etc/passwd), is to
create a ~/.spamassassin/user_prefs  (2.0 filename!) file with

        required_hits   100

in it.  For "virtual" users who don't have /etc/passwd lines, see JZ's
mail for SQL details, it's similar.
