I used to deal with FlexLM licenses with PBSPro.
A prolog script ran before each job and looked at the license server. IF there 
were not sufficient licenses the job was held.
This was a Perl script.  These days with PBSPro you would run it as a 'job 
hook' and it would be a Python script.
The 'job hook' system in PBS is pretty sophisticated, and I used it for other 
purposes for job consumption of resources.
And no, I don’t really kno why I am reporting this to a Lsurm list, other than 
to ask if there are equivalents to job hooks.

We have licenses, such as Intel compiler licenses, which can be used both 
interactively outside the queuing system and within Slurm jobs.

We use a script which parses the output of the FlexLM manager and modifies a 
reservation in which the licenses are defined.  This is run as a cron job once 
a minute.  It's a bit of a kludge and obviously won't work well if there is a 
lot of contention for licenses.

I can post the code if anyone is interested.
