10ppm * 45ml/1000ml = .45ppm

There is 10ppm of silver in 1 liter, which is 1000ml. You are using
45/1000 of a liter. So, you can multiply them to get the result, which
is .45ppm.

10ppm is 10mg of silver in 1 liter of water, so you have 45/1000 of
that which is .45mg of silver.
