There is also the fact that a large percentage of the pages out in the
web are spam. And some of the websites are so poorly organized that it
is difficult for a search engine to properly index these sites.

In my experience, I have actually found this to be quite helpful.

Do you have any specific examples that makes you reach this conclusion?

Sadly, there is (or will soon be) only bing and ask for English. There
are a few small ones, but none of these have been able to be a good
overall search engine IMO.
