I haven't researched this, but T&C Islands might just be small enough that they have some hookup with the Jamaicans to route international calls which might lead other telcos to confuse their numbers with Jamaican numbers. In any case this is an edge case, and probably something no one except the telco on T&C Islands is familiar with. I'd say, send the Digicel people your Vodafone number, and they shoul either get in touch with Vodafone directly and fix the problem, or give you their analysis of the problem with relevant VLR/HLR records that you can forward to Vodafone.
