You're deliberately watering down the consensus sense of the term, thus destroying its utility. In absense of weapons of mass destructions or a very high rate of terracts (making it a civil war scenario) the only disruption resulting is due to fear. It is unsatisfactory and counterintuitive, but it is best to ignore the issue, and not follow the behaviour hooks which hearken back to highlands tribal warfare.
