I disagree with fundamental statements about "Who are the terrorists". This

If you don't know who the terrorists are you wil never find out who is 
recruiting and indoctrinating them.

Once you start with not even knowing your basics, you can go ahead and do what 
you (and not I) suggested:

You can apply any damn solution to the worng group of people and it won't 
work. I would have thought that is obvious.
