What sloppy writing is that... It was not a "report on Ram", for goodness sake. The document being referred to is a (counter-) affidavit filed in the course of a case, and was not really about Ram, or religion. Inasmuch as an affidavit is a written statement of facts, the ASI was attempting to state there was no factual basis for the legend of Ramar Sethu.
