Cigarette packs have tax stamps too. There's a thriving market for  counterfeit and smuggled cigarettes in the U.S of A. New York is the epicenter, sp. due to the taxes it imposes on cigarettes. You'd be surprised at the number of folks who fill up U-Haul trucks with Marlboro cartons in New Jersey and resell them in NYC at a discount.
