This PR updates ResumptionUpdateBoundValues.java to fix an intermittent test
failure. The error is hard to reproduce but there were some possible
synchronization issues in the test.

- removes unnecessary subprocess creation and threading
- improves synchronization with a CountDownLatch
- updates the server thread to read and write as many times as the client
thread is expecting
- removes unnecessary code that could potentially affect runtime e.g., removed
two unnecessary calls to System.gc()
