**Description:** [JDK-8305406](https://bugs.openjdk.org/browse/JDK-8305406) added the `@spec` tags to multiple places where there were links to "{@docRoot}/../specs/security/standard-names.html". However, it has not covered those cases where a link is an anchor inside this document. This PR will address the previously missed cases where we have added `@spec` tag. Have verified looking into all the links manually and added the tag.
