We can set video.vram by setting hw_video_ram in image properties
currently [1], but can't set vgamem. The default vgamem is 16MiB, it's
not enough for 4k resolutions in some cases.

After booting a large number of new instances, instances randomly lose their ip
address after running for a while. The instances were all reachable before.
When I login via the web console and run `ip -4 a`, the vm does not have an
ipv4 address.

Since the APIVersionManager requires the version to be specified either
as an integer or a float, it can't tell the difference between version
numbers "2.4" and "2.40". This is especially unfortunate with the new
